Our Prime Minister appealed to those who could afford the market price of LPG cylinders to give up their subsidy. Similarly we can request children of bureaucrats, doctors, lawyers, etc. to donate their scheduled caste/scheduled tribe certificates.

Logic for Requesting


The subsequent steps are based on the scenario of approaching parents. Please modify them accordingly if you are planning to approach children directly.


(Standard Logic)


Step 1: When you meet a scheduled caste/scheduled tribe bureaucrat, doctor, lawyer, etc. ask him/her 


  1. If your neighbours conduct puja in their houses, are you invited?


  1. Do your children have to fill their water bottles from a separate tap in school?


  1. Can you afford to take your family on vacation to Goa, Mysore or Delhi during summer vacation?

i) For Bureaucrats: Civil Services Exam coaching in institutes like Rau’s Study Circle and Chanakya IAS Academy


ii) For Doctors: NEET coaching in institutes like Allen or Aakash


iii) For Lawyers: Common Law Admission Test coaching for them in institutes like Career Launcher and T.I.M.E.

If they answer no to question b) and yes to the rest of the questions, tell them, “Considering all these your family’s social and economic status is on par with those belonging to the general category. Can you give me your son or daughter’s caste/tribe certificate?” 


If he/she asks,” What will you do with it?”


You reply,” The Collector is the highest authority in the district. So I can hand it over to him/her.” 


At this stage if the listener is not convinced, go to Step 3.


(Special Logic)


Step 3: Take out your smartphone or print out and read out the 2nd Fundamental Duty: ’To cherish and follow the noble ideals which inspired our national struggle for freedom’. Then say, “Netaji sacrificed his comfortable career as an ICS officer/Gandhiji sacrificed his well paying legal career and started working hard for the welfare of society. If your children sacrifice their certificates, a washer man’s son can become a doctor/ a gardener’s daughter can become an ICS officer. Then they will be able to afford washing machines, refrigerators and geysers. They also will be in position to take their families to Delhi, Goa or Mysore during summer vacation. So more people can get employment and our country’s economy will grow at a faster rate. In this way we can fulfil our 10th Fundamental Duty: ‘to strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement’."


If they raise a doubt about the point of a washer man’s son becoming a doctor/ a gardener’s daughter becoming an ICS officer you respond,


“You, your relatives and friends can provide proper guidance for your children during their preparation for competitive exams and can afford good books and magazines for them unlike gardeners or washermen. Therefore your children may score higher marks in competitive examinations compared to those who do not have such privileges which leads to fewer seats being available for the truly deserving candidates.”


Case 1 - If the listener becomes angry/irritated/impatient thank him/her for listening patiently and leave the place immediately.


Case 2 - If the listener seems to be patient/sympathetic, ask him/her to discuss the handing over of caste/tribe certificates with their family members, note down his/her mobile number and decide a mutually convenient time at which you will call him/her to know the decision taken by the family.

Step 4: In case the children are willing to donate their caste/tribe certificates, take down their residential address and personally go there to collect them. Then thank them for donating their certificates for the progress of the country.

Strategy for Delivering



Go to a public place like a temple, park, bus stand or railway station and ask a random person,” Can you do me a favour?” If the person stops to listen, say to him/her, “This is the caste/tribe certificate of ________ . Can you give it to a person who is going towards the district collector’s office?” In case the person is interested, tell him/her about the risks mentioned in the red font on the 1st page of this page. If the person is willing to take the risk, thank him/her and ask him/her to give the same instructions to the subsequent person so that it ultimately reaches the district collector’s table.
